in respect of the period of internment, and whose family was evacuated in 1940 in compliance with the order and who can show that he was put to material additional expense by reason of such compliance, should be exempted from the 10 deduction on the amount paid to him in respect of the occupation period. I consider that this proposal would be a reasonably fair solution since a large proportion of the men who were interned in Hong Kong in either prisoner-of-war or civilian camps, and whose families were subject to the evacuation order, were in the employment of the Hong Kong Government in some capacity, as Volunteers,temporary or permanent Government servants, or civil defence workers.
